Avoid if you can.

We arrived and we thought for a 3 star not bad. However, the first room 703, we were the uninvited guests of a colony of red ants. Whilst sleeping I was bitten 12 times. Asked to change rooms, after complaining twice. The first receptionist did not even report the first complaint, however told us, she would speak to housekeeping.
Second report the man was so apologetic and changed us rooms with immediately, giving us 40 euros to use in the restaurant. Still haven't slept at this point.
Moved to room 312, this was an upgraded room to a family room. Two balconies and at first was okay, then came the faulty hair dryer, the smell and then at 11:30, as we dropped off to sleep drip, drip, drip, we now had water coming through the ceiling, went down to reception and complained, were then moved asap, with no help having just been woken by the drip. I have had enough now, asked to see the manager in the morning.
Then 1:30am, woken by 5 bites on my upper thighs. So itchy, couldn't sleep, even with the bite relief being put on. So now 17 bites from the hotel rooms. 12 from red ants and 5 that look like flea bites.
Now 10am and no manager has come to speak to us.
So that's 3 room changes and very little sleep. In the room there are socket covers missing and walls and furniture scuffed, no soap container in the bathroom.
Unable to take a shower in first room as shower screen broken on arrival but at this point didn't want to make a fuss, shower also only half working.
Now for breakfast, staff are lovely in the restaurant. However, the food quality is basic, a good choice offered but nothing is covered, so flies enjoy it more.
The restaurant in the evening was lovely and extremely friendly and able to have a laugh.
We did tip the restaurant staff, as so obliging and friendly, couldn't do more for you.
So would I come back, the answer is definitely l would never go to a Noba hotel again.
I often thought on reviews, why have they said that, that's just niggly but I really understand now. Holiday ruined by The whole hotel experience, how can TUI have this on their site.

Breakfast was good—standard fruit and toast options, along with some nice bakery items. The room was a bit hot for my liking, and the AC wasn’t working, which was a little annoying. The thermostat seemed to control all rooms, so I had to turn off the heating and keep the window open most of the time.
Apart from that, the staff were friendly, the room was cleaned thoroughly, and there was a nice gym on the top floor. The highlight for me was the shower pressure—so good after a long day of walking around Rome.
I would recommend it. It’s a bit further from central Rome, but it works if you don’t mind walking, taking the metro, or using Uber when you’re feeling lazy.

When you are forced to book a property at the last minute, the risk of incurring some disappointment is always around the corner. Fortunately, this was not the case at the Hotel Norba in Rome.
The property turned out to be comfortable and well organized, equipped with everything you need for a pleasant stay. The rooms are clean, tidy and quiet, qualities increasingly rare and decidedly appreciable.
Breakfast is served in a room on the ground floor, integrated into the structure: a nice, modern and pleasant space, with friendly and helpful staff.
The prices are in a low to medium range, making the quality/price ratio particularly attractive. Also worth mentioning is the presence of a parking lot a few meters from the hotel, a not insignificant plus in a city like Rome.
Overall, a solution that I recommend without reservation, especially for stays organized at the last moment.
